And memorial to Bilal Agalliu atop a mountain road "A legend of Albanian sport. Champion for 11 years". Google revealed almost nothing about him other than his dob (1935)
In fact this very thread is the #2 English Language page that Bing throws up.

Here's a translation from an Albanian article about him

https://www-panorama-com-al.transla...=sq&_x_tr_tl=en&_x_tr_hl=en-US&_x_tr_pto=wapp

Here's a short extract. It's quite a big article.

What was "Miti Agalliu?"
Only 1.61 m tall, he will soon be the central figure of Albanian cycling, not only in the 50s-60s, but also later more triumphant and very popular. More than a champion, a climbing lion, with ego, passion, will, but also with a talent gift from God, he dominated the environment for 11 seasons without rivals, creating the "Agalliu Myth". Extraordinary and without rivals in the mountains, from where he broke away realizing and creating deep differences with his followers.
It is enough to refer to the press of the time, to understand what a colossus Bilal Agalliu was. A very impulsive man, with no. 1 in the jersey, he knew no fatigue, no breaks, no bad weather. The cold or the hot sun didn't stop him. Not at all a "diplomat" when he pedaled, he had no friends in the race and the bicycle was his only trusted friend. A robot on two wheels, as ambitious as a compressor had the potential. Light in weight, there were also fewer tire defects.

..
I didn't even hear about the cycling permits in Kosovo / Montenegro?

It's only necessary on the one road, I believe the border is disputed there.

Beautiful Art Nouveau architecture, and civic pride. Flat, but the heat! 38 degrees typical.

The last post, from a rainy Rotterdam. Just three cycling days to go, and only one little hill (Holme Moss...)

It's been an amazing adventure, and in the end has gone better than we could have imagined - the amazing and lovely Mrs Tuesday stoking being the star, of course.
