Bastille Day is a formal Public Holiday, but unique to the French - and again easily refused
Mandela Day is however an International Day decreed by the UN and would have a better provenance for being allowed.

If a team wanted to celebrate the other days occurring during the 2015 Tour - "World Population Day", "World Youth Skills Day" or the "International Day of Cooperatives" would the same status as UN International Days be sufficient to argue strip exemptions on these dates?
