The pro can use your power curve to give cadence all be it not very well.
if your power output is being limited by the resistance, i.e. you physically can't pedal any harder but the speed you get is similar to what you would get outdoors then bill s is correct.
What is your cycling background?

In the velodrome I get 20 kph for 45 watts.
Jogging starts at about 8 kph so 20 kph is still a good start.

If only i could get 60 kph for 135 watts
