Trams have had CCTV for years and so have stations: they are private land. Normal streets it isn't permitted. Actually that's not entirely true. You can take pictures but the subject has to give agreement for them to be shown anywhere I think is the exact law.

Personally I feel European drivers are a bit better because of strict liability. I admit that in comparing them to UK drivers I am setting the bar pretty low.
The reason I avoid that road is because it's the only time I've experienced British Standard driving i.e: awful with a side helping of entitlement.
