It's interesting - academia is full of people like that. I must have worked with at least a dozen over the last 15 years. It is as if a university is providing some form of community care for their likes.
Yes, I met a few in my time at Uni. I met lots of lovely people too, but there are always a few who are a bit too full of themselves.
The really funny thing is that in the meeting where he introduced himself as
Dr R..... P....., there was me (BA, BSc, MSc, gave up the PhD when I decided I didn't care enough any more), and Vicky (also gave up on PhD, so must be BA, MA too), David, a classical musician, (and BA), and Tom (Degree in Horticulture). And that's just the qualifications I know about. If he thought we were going to be impressed by his Doctorate, he was sadly wrong.
