Nope. No scope to do that.

If he was charged and it was dropped at court, a full and thorough check would show that, but a straight no further action wouldn't show up at all.

Other intelligence systems may hold the info, but not the PNC.

Could I ask what those other intelligence systems those would be? I ask, as if the driver was involved in another collision, would the other intelligence systems be routinely checked to see if the driver had previous form?

There's no national system at the moment. All forces collate info using their own systems - some forces will use the same ones, others will use different, they rarely speak to each other. It means generally you can check your own systems, but have to put specific requests in to other forces of you want to be sure of theirs.

The Police National Database was meant to plug this gap - and it does to some degree - but it is unlikely to be used for minor matters.

To answer your question - if an RTC is being investigated you can pretty much guarantee that the local check will be done, but probably not a cross border check.

Quick update:
Bumps and bruises healing, back to cycling to work (mostly, got a lift yesterday, finished at 10pm and didn't fancy riding past the site in the dark again quite yet). Chin is healing nicely albeit slowly, apparently skin grafts on the face are usually unsatisfactory if not outright failures so it'll be what it is in the end scar wise.

Also had a phone call from a Traffic Officer on Sunday. He essentially said what the lady at Todmorden Police Station had said, but managed to be sympathetic and acknowledge what I said without being dismissive. He checked the details, acknowledged that it was clearly the drivers fault, that it was careless driving but said it'll not be prosecuted as it's a minor instance and they don't have the resources to prosecute all such occurrences. But he said it with a sense of regret and acknowledgement that it'd possibly not be what I'd expected or hoped for. He also said he'd given up road cycling after several accidents himself, but he'd been nice so I didn't call him a wuss ;-0
