Better if it said "We apologise for our failure in this area and will give our salaries to the dogs home this month"
Trouble is they might never spell apologise or salaries properly.
Wait for the apostrophe police to be along about the dogs' home.

I get the idea: keep behind the white line for safety, but this rises more questions...
Not least, given that this is a single track line and there's usually only one train in the station at once, why don't you use Platform 1?
