It does tell you when they are expected to end, but it is on a non-existent date. There is no November 31st.
Obviously I'm not the only one that doesn't know.
The date is wrong - as is the grammar. You may interpret it as giving an end date but it doesn't.

Yes, the grammar is wrong - there should be a full stop after "here".
But I am quite certain that somewhere in excess of 99% of people would interpret that sign as having and end date. There is no other rational interpretation.
