Do you reckon it has been refinished?

I wondered that from the condition and perhaps non-standard font; although the add suggests it's been cossetted and rarely used, so could be original. Would probably be tempted to have a look were the frame a shade larger..

23” frame, apparently Dawes Galaxy, position of the frame number is right, not sure about the forks and head badge vs the lug work.
