You are showing the chain in small/small. Let's just have an in focus image of the rear derailleur from the right side (ie along the wheel axle) with the chain in small/small: static!! Like Skolly, snap assessment is chain too long. Then we can move to FD (just set up properly).
Edit: You should not be shifting up to large ring when in smallest sprockets: why would you?

Side shot please of chain ring, and all the chain and the rear mech.

Go check that the freewheel spins and the jockey wheels.

We are trying to help. Post a pic of the side with chain on small sprocket, small chainring. Need to see mech arm's position, but also the whole chain set. Videos from above don't help, nor the back. Side yes.

Also check the freehub spins freely as well as the jockey wheels. Your video shows the chainset still moving when you stop spinning it, that suggests a sticky freehub that's 'pushing' the chain forwards as the wheel spins.

The picture needs to be taken as the example already shown - close in showing the whole chain and taken at the same horizontal level.

Did you change the cassette when you changed the chain? If the chain was very worn, then the chances are the cassette is worn and won't mesh properly with the new chain.
