Shorter Stem Length - Twitchy?

If its a drop bar bike and the handlebars are straight at the stem you could get a set of bars that sweep back the way which would have same effect as reducing the stem but would be less twitchy.
If your hands end up in the same position as a shorter stem and straight bars then the effect on the steering will be the same.
 
I have a very short stem on one of my bikes and yes it is twitchy but only at very low speeds, once you're going you don't notice but I think the characteristics of each bike are different, so it'll probably be a case of suck it and see.
