I had that song sung at me when I arrived at a primary school in London back in the 60s in Swiss-style shorts rather than the over-the-knee flannel ones that were SE London's highest fashion. For some reason I'd never heard the song but it was clear that it wasn't appreciative. Pretty much exclusively by girls, it has to be said. Anyhow, that's enough of my personal trauma, back to the subject.....

Personally for me I hate the silicon that comes on cycle shorts because they give you that awful bulge of fat that even the skinnier fitter women seem to get from them. In fact all of my cycle friends hate it so I don't know why manufacturers do it. But anyway. back to the OP...

Because of this silicon issue I tend to buy normal sports shop cycle shorts and use an online company call TLC. They do a biker short (which is shorter than your normal standard cycle short) and also a micron short which is another couple of inches off. I think the micron short is exactly what your looking for, it comes about four or five inches down the inside leg. They have a wide cuff (rather than silicon) which I find is adequate to prevent the shorts riding up and doesn't give you unsightly bulge. It's definitely above the hem line but you won't get arrested for indecent exposure. The other cycle specific short I like is by Corinne Dennis and is the same length as the Biker short that TLC do but with a nice very comfortable pad. Both manufacturers wear very well. Had my shorts for years... So long in fact I had to check they still did them.

Thank you for lots of good suggestions. I now have a bit of a choice on my hands.

It was also really useful to get the leg measurements for the standard length and shorter. I will buy and try and report back.

I've been thinking about your issue with tan lines. Have you thought about your shoulders? It's not often warm enough to cycle in strappy tops. I've had problems the last few summers with tan lines on my upper arms when I want to wear a summer dress with straps or strapless.
What I do now is make sure I wear a strappy top when I'm off the bike with sun cream over the area of the end of my cycle short sleaved top so it fades gradually rather than with a straight line. You could try that on your legs. I also rub in tinted body lotion over my shoulders in the evenings, covered in old Pj's to protect bedding.

I do similar, I try to get a tan from gardening, topped up with the occasional fake tan application.
Not that there are many sunny days here!

I just go for wearing the strappy top on the bike, and changing sleeve lengths frequently to avoid getting a strong tan line at the top.

I do agree with @buggi about those silicon gripper things, my legs look awful in them so have just used leggings instead but I'm tempted by those TLC ones you have linked to but I'm not sure whether I would prefer the slightly longer ones.

I have both but I prefer the slightly longer ones now I'm older and have... er... [ whispers ] a bit of cellulite. Shhhh. They come mid thigh on me and they don't ride up. The Corinne Dennis ones don't have silicon either and are pretty much on a par with TLC. TLC win on anti-bulge. Corinne wins on padding. (you'll need under shorts with TLC. I get the grey Endura boxer undies and cut the tight bit off the bottom. They don't fray. #tricksofthetrade ;) and that also means the padding is less obvious and doesn't draw attention to your Best China

Ps TLC also do just below the knee leggings which are also very good on wear and tear. Got a couple of pairs of them too. And Corinne Dennis do them with padding

What do you all do about the hands tan?
I like wearing summer mittens on the bike, the line they leave looks horrible though.
