The police might not be the right people to speak to, weirdly... Try your local authority. A number of councils have managed to secure injunctions out on what might be considered "cruising". Like this not far from me.

That gives the police far more powers. Might require the community to band together to report it if it becomes a regular thing.

If it is one bloke farting about im not sure they'll do much, likewise if only one person reports any event...
