I take the MTB out to play in the wet weather. That way I ride slower, have better brakes and the mud and cow poo all over the road is less of an issue with knobbly tyres.
I have my waterproof jacket and lightweight long cycling bottoms (lightweight is good as they don't get so full of water), sarnie bags between socks and shoes and when I can afford 2 pairs of overshoes (Me & Hubby to buy for) I will use them. Sealskinz gloves for warm hands and a thin hat thing under my lid to keep my head warm. On proper cold days I add a buff.

All good advice above. My only suggestion is to have a couple of flashing lights if it is raining for increased visability. It has been raining all day here today and been very dark.

I just ordered some waterproof socks today after riding through driving rain and strong winds this morning. Only thing to suffer really was water running down my waterproofs into my shoes.

Similar to you I have running/hiking gear to wear mostly, though depending on how much I ride this winter, I might invest in more streamline wet weather or resistant gear after looking on Evans pages. Some well regarded winter gear that seems pretty reasonably priced.

I've got some good base layers from running and my hi viz running jacket seems to do a good job also. The one thing that does seem to get cold is my feet! I might need to invest in some thicker socks.
Just a FYI heads-up.
Many garages I have called into recently are selling 'Sock-SHop' thermal socks which are seriously heavy-duty. They come with a tog-rating higher than our summer duvets! (3.5tog) I bought a pair on a whim (about £5.99) and they are warm. Did a bit of a damp ride the other weekend and they got wet (NOT designed to be water-proof).............but they were still warm so ok in a soggy kind of way.
I have since bought a second pair and reckon they are worth keeping an eye open for.
On racks in garages along with the ubiquitous beanie hats and 'thermal' gloves.
