Indeed it should. It should stay out of the water as boats float and would remain the same height out of the water. The ship would rise at the rate of the water. A positive correlation. The only way the ladder would enter further into the water would be to add weight to the boat.
Is this a real question? If its a stupid maths question for high school etc the boat wont move and physics will break for the purpose of the question.
