If the rim is worn then a new wheel is not a bad idea. Last time I got a spoke replaced it was £15, I had to get it done while at work so I could ride 30 miles home.
If one spoke goes I would say replace it, if another goes then you have to ask yourself if it is worth it on a cheap wheel. You only need 4 spokes to go before you have covered the cost of a new set of wheels.
