Chances are the chainset is 130BCD you can fit a 38th ring to this, a 38x28 on a road bike would give you 35.69" which is only 3.75" longer than the 34x28 combination would give and about an inch short than the current 39th gives on a 28th rear.
I ride most things around here (pretty flat) on a 42th front and 13-25 on the rear a rang of 44.18"-84.97", before I changed it from an 8s p to 9sp I was switching the front from the 42-52 quite often as I never seemed to have the right gear
