Some thoughts:
It's a little irresponsible not fitting brakes on a vehicle that can go that fast.
Considering the acceleration will be effectively non-existant, I wouldn't want to be using toe clips on a bike that isn't moving. For the same reason, why lock it? Your average sloth family could evolve to a space-faring civilization and still catch it before the thieves got up enough speed to get away.

It looks as though it's a singlespeed fixie, so does have one.

Would normal/conventional brakes work at light speed?
