Wouldn't solid tyres make it too heavy to float.

Not necessarily. Some rubbers are less dense than water (depends on the additives in the compound) but it's the air trapped inside the "hull" that makes something float or not. If there's enough buoyancy in the hull giving you adequate displacement, then it doesn't matter if the tyres are solid or not.

It looks to be based on a BTR-60 APC so almost certainly amphibious.
