As above. Zip tie an old rear guard to the bottom of the rack. I used this for many months without issue
Works, although I use bungy cord (the thin stuff) and the rear guard is plastic from Wilkinsons. If it does not go past the 90 degrees fix something at the end as they do on other rear mud guards. I used some plastic damp course to increase the length. Cheap as chips but does the job.

Useless for panniers (a little over the top) as the bags move/bounce as you cannot attach the bags on the bottom but top box type of bag would fit and not wobble around or better still the unbeatable Carradice equipment:-

Oh and there old man mountain rack may solve all your problems Carradice are the only UK suppliers.

The designers for Carradice are plain and simply geniuses!
I'll tell my mate that, he did LEJOG with them and never complained :-/

As stated the panniers wobble about unless you can fix them to the rack sides as they do on any rack but it seems worse with that type of rack I assume because the rack is higher up. The rack itself also has a tendency to swing in to the wheel.
