Some screw into the bosses and can be removed, this one looks like it is brazed directly onto the downtube.

Thanks, that is what I thought so will just mask it up and spray around it.

Give it a good tug, if it comes off, it is just held on by the screw. if it doesn't, mask it off. Usually these are just press fit, but you never know. The square thing underneath, if this bit comes off, is what is usually brazed on. You may be able to pry it off with something like a plastic knife or the like, but don't mess up the paint over this.
