Yes very twitchy - I guess less so at speed with some serious momentum obtained and airflow forces stronger. He must be a bit worried about side winds though, even if the bike's profile is so low to the ground.
Obree, for all his genius and track record, appears not to comprehend the magnitude of the task he has set himself. It is a very, very long way from 50mph at Prestwick airport to Battle Mountain and the 82.819mph of the current record. Cycling Weekly (who have a notorious blind spot where any kind of bicycle other than the conventional racing/sportive machine is concerned) captioned the Obree bike thus: "It doesn't get more aero than this". Quite clearly it does:
