What about winter road boots, no overshoes needed with these, as the goretex liner keeps your feet warm & dry.

I thought when you posted that that maybe I would see some reasonably priced ones (at last!) - but sadly no. Anyone got a lead to sensibly priced ones?

Those prices seem pretty sensible to me. Some things are worth paying for, and decent overshoes are probably one of them...

So rightly or wrongly I've opted for some Shimano MO 87 SPD's as a winter boot and I will use some gaffer tape to seal if needed..
Overshoes might be used a later date.

What pedals are best for the Shimanos 87's..

+1 I use these same boots myself. I've had them a few years now and they are excellent

Not cheap but they will last, and if you have sensible sized feet, (unlike my 13's!), you'll have a better chance of picking some up second hand.

I ended up with 2 pairs of road shoes as I spotted a really good deal in a shop in Italy. So, I keep my nice white Italian bought, poser shoes for summer riding and the old ones get jammed into neoprene overshoes for the commute bike.
