I have lowered the seat as must as possible but my toes barely touch the ground.

If you can touch the ground (subject to a gazillion other variables such as BB height, top tube height, crank arm length etc) that usually means your saddle is too low.

I have to dismount to touch the floor , as other have said thats right.

Heel on pedal with leg straight will give you a good starting point for seat height (part A) to give you a bit of knee bend when you have your foot on the pedal properly( part B)

I have tried again and yes I can have my foot on the pedal with a slight kink at the knee. I thought I was supposed to be able to place my foot on the ground when sitting on the bike. I can just about touch the ground with my toe nail.
I think I will hold on to this bike for now and see how things go. I can always sell later and upgrade. O the Joys!
