Those lugs are distinctive, the chain-ring might provide some clues as well.
How wide is the bottom bracket shell? If it's wider than the standard 68mm then it probably came from the Raleigh factory. I've never seen one that has been welded before though.
Early to mid 70s is my guess. Sadly a low rent bike when new, not good quality at all with riveted stays and BBOT (bent bit of tin) welded bottom bracket not worth much today.
Try looking on the rear of items such as brake calipers etc for a date code, although '74 seems plausible.
In which case could indicate a '74 build date which would fit in. I think it could from eastern Europe somewhere as many of those Soviet satellite countries were making cheap goods for the west at that time.
As @midlife says probably destined for catalogue stores.
Even if you could read the stickers it wouldn't help as these would have been changed to suit the customer.
