From Hagbourne Hill (SU 49536 87094 ish)? I'm not a local but I spent a while with the army learning to teach navigation. By applying the basic principles to your picture I could work out that only one track would give a view over the A34 to the science park. If only it was that easy in the 'name that road' thread.

Baldwin St, Dunedin?
Tried cycling up it once, got about 3/4 of the way up before running out of steam.
Hard part was maintaining enough traction on rear wheel.
Sitting down, the front wheel would start to lift, standing up with weight over the bars, the rear wheel would start to slip.
