Oh dear.

WCMnr recently applied for a provisional driving licence. He got the forms, got the photo, carefully read what was required, enclosed suitable ID, one of which was his birth certificate

Today his application & documents were returned. With a note saying his ID was not acceptable as it was photocopied. It wasn't - he sent the original documents!

He sent his *original* birth certificate. All documents he sent were originals. It seems whoever processed his application at the DVLA is incapable of recognising an original. They returned his *original* birth certificate....

You've got to remember though that these people have to be scrupulous. They obviously get a lot of applications for driving licenses from illegal immigrants, who only want it as a form of identification which they can use to get more forms of ID, bank account, etc...
YOU know he's got the original birth certificate at home, but they don't. It's worth complying with regulations in future, even if they seem overly draconian - they are there to protect us from fraud.

Exactly. They asked for original documents, he sent original documents. He did everything as required. Yet they sent the originals back saying not acceptable as we don't accept photocopies. They are this: muppets.

Not surprised. I've had people claim over the years that the original didn't look grand enough and was a photocopy, so I got an official copy (that you're allowed to use for various things) done instead. In a similar vein I've had people claim that my passport might not be legit as the photo and details were at the back rather than the front. Perhaps people are that bureaucratic and not that switched on, not necessarily a big deal, they just shouldn't be doing something that involves the checking of that for a living.
