@Andy in Germany - the student is either working, has not done any/enough study, has run out of time or doesn't have the English language writing skills. Usually a combination of these.
And yes, ideally they would be found out at some point but only if they're using the subject studied.

I'd forgotten that in the UK it's common for people to work in an area unrelated to their degree, so I guess it doesn't "matter" as long as you get the certificate.
But how do you get in a degree course in a language you can't understand sufficiently to complete assignments?
