No.
The first has a seperate mount/hanger.
The second uses the axle to locate and help maintain it's position on the frame.
Which will fit on your frame is the important question. Is there anything that I can do to make the first one compatible with my bike as I currently have a rear derailleur that has a axle.

Not necessarily. My steel commuter came with a derailleur with one of those, but has an integral hanger. A photo of the area around the dropout will help clarify.
So they'd just slapped a cheap mech on it ?Not necessarily. My steel commuter came with a derailleur with one of those, but has an integral hanger. A photo of the area around the dropout will help clarify.
