It means rubbing your chain with a rag! God knows how it became "a thing".

OK, so you have regularly Mickled of ShelBroCo'd your chain, so your chain will no doubt last much longer. Can you expect your sprockets and chain ring to last the same additional time ?

Don't knock it. I have invented a new form of training, which is largely based on the long-established, well-understood and frankly obvious principle of riding your bike a lot. I am going to be calling it 'dusty-binning'.....
