I would imagine it is the stock answer due to parents throwing a hissy fit at muddy ripped clothes, what you have to remember some of the time is not all parents are reasonable or sane i.e.

Teacher: Hello Mrs X Match is cancelled, he needs his tracksuit, can you bring it in
Parent: Can't am at work , let him do it in uniform
Teacher: Ok

Child is collected/arrives home with ripped grass stained muddy uniform

Parent goes ballistic, teacher says but you said it was ok, parent said did not say it was okay for him to ruin uniform and then causes big fuss and hassle and things!

Hence stock answer being no playing in uniform when it is an official school activity

Have to agree with that, can still see why the health and safety line got @Sara_H wound up though, If the teacher had explained that they had had complaints in the past about uniforms being ruined the OP probably wouldn't have been as annoyed.

Exact opposite happened in our Primary yesterday. Picked my daughter up after keyboard, and also cross country was on. Head comes out and speaks to a mate of mine. "Erm your son couldn't find his kit, so we allowed him to do it in his uniform. He's a bit muddy". He wasn't that bad.
