By that very action of "close calls", those drivers have fallen below the standard required of a normal driver (the norms are published somewhere on gov.uk), so are in the category that should be removed from the roads ASAP, aren't they?

Like almost everything to do with language, that terminology is subjective, I was clarifying that the roads are not made of 2 types of driver but more importantly using the point to also redirect to lower half clothing. End of :-)

That's what the legal system is for isn't it? Certain examples of bad driving do result in an automatic ban, certain ones don't. Close calls don't result in an automatic ban. Whether they should or shouldn't is a subjective matter. But the legal system we have says they shouldn't
