I suppose it depends on what sort of cycling you do, I would never wear what looks like works shorts a builder would wear for the type of riding I do. I suppose for a shorty down to the pub they may suffice though.

Each to their own and all that.
 
Craghoppers Kiwi "Stretch Pro" are a good compromise.

The sizing is close without being too tight, with the stretch allowing free movement, they also have zip pockets and a cord to tighten and position the bottom

Best of all they are often found in Debenhams (Craghoppers Franchise) and TK Maxx at cheap prices.

I got some Tenn baggy MTB shorts. Knee length and have some lycra in them so they are comfy for riding. Cheap enough and wearing well.
