As long as I breathe, I attack.
On my legs i have a layering routine dependent on the temperature .

In this weather i have shorts and leg warmers over which i wear ron hill bikesters. On my feet i have 2 pairs of socks a plastic bag inside the shoe along with overshoes .I have some rainlegs which i could also add...
On top i had ..

cotton vest, long sleeve compression base layer, ss jersey, arm warmers and a windproof.

Should see me when i have to work on the fork truck in the unheated warehouse as we have wintercoat + leggings filled with thinsulate, a blue michelin man comes to mind

Long Johns under my Aldi/Lidl leggings.

There's plenty of room as the leggings are a generous fit.

Considering all your propulsion power comes from the legs, they definitely need to be warm to perform right

When it's as cold as it is today I'll wear tights under jeans or leggings. When I worked outside I'd have thermal long johns under my jodhpurs for about 4 months of the year!

If you are just out walking around when it's between -10 and -25 (which tends to be the case in winter here), then you definitely need something underneath your trousers.
