Yes, a weld does not stop a crack. It doesn't even really slow it down. Throwing more material at it is never a good way to solve stress cracks - hence the solution for breaking spokes is not thicker spokes. The best way to stop a stress crack is to a: prevent it happening in the first place and b: to increase the surface area of the crack's concentration point - for instance by drilling a hole in the crack's tip. That way the force is de-concentrated from a minute point to a large area, effectively weakening the force attacking the metal. Think of the procedure as a massive blunting of a spear point.
