Certainly saddle.

Cheap solution maybe try a Charge Spoon (not the knife as they fall to bits). Less padding = good ! Flatter profile (side to side) = good (more support for sit bones)

Happened to me when i got a new bike and the only way i got comfortable was a saddle with a cut out channel,mine was from pro-lite but the specialized romin or toupe get good reviews,you don't have to worry about positioning the saddle to lose the numbness then,just get it in the right place:wahhey:
