help cable scratching bike

Anyone know what has happened here as i noticed some of the cable coming apart so i have pushed the cable back in but its stratched round the hole is this due to it stretching.

Looks like the inner cable has stretched allowing the outer to come out through the hole, tightening the inner cable should pull the outer back into the frame.
I would wrap that bit of outer tightly with black insulating tape to prevent it happening again.

Thanks steve i have emailed the owner of the shop to see what they suggest but it does need a service aswell so prehaps to a good time to get it in.
