I dont think I have ever seen a helmet in a bike shop with a snell certificate and until now I have never heard of one on any cycle forum. I am presuming that the vast majority of helmets dont have this certificate but I doubt these helmets are unfit for use.
I see the snell certificate is completely voluntary, but I doubt if it is free to acquire. If a company already meets the required standard with their helmets I can see why they dont want to go through the rigmarole and expense of getting another inspection done. It sounds like a belt and braces job.
