Glad you've sussed it. A number of the people who replied said effectively the same thing - it was the height of the spacer stack. Remember now, set the 'slop' with the top cap nut, tighten the stem bolts and slacken off (a tad) the top cap bolt. And use some Coppaslip (copper grease) on the bolts and next time you need to undo them, they will.Thanks to everyone who helped.
I mentioned at the beginning that the bike was brand new, it turns out when I took it out of the box I must have lost a stem spacer somehow.
So that was it all along.....
