Different people have different visual abilities. Night myopia is a recognised problem, so what works for one won't work for another.
Agree that any lens, even a clear one, won't transmit 100% of light, but adding a tint will start to reduce that transmission further, and that assumes clean lenses in perfect consition (laboratory), so in real world conditions with less than clean lenses and weather, the problem may be exacerbated further.
