Probably civil service inertia and media pressure. Its clearly not the powers that be - its quite obvious what the views of Dave, Boris, Norman Baker are - but a) they face a media storm every time it comes up and b) its probably far too far down the priority scale for them to try redirecting the civil service machine.

Well we weren't presented with the data - but in their absense thats exactly what I thought...

No its called Civil Service inertia. Its why the MoD has warehouses full of WW1 donkey harnesses all being carefully stored and looked after. As Tony Blair put it after the election last year:

"The civil service tended to inertia. They are not for you or against you. It can be a plot to maintain the status quo."

London cycling has doubled in the last ten years. The number of accidents has fallen. But you knew that didn't you?

On an even more positive note, I've discovered that the nice people at Direct Line (do we have an anti-home insurance sticky section to move this to so that my evil liberty restricting right wing capitalist conformist views are not disseminated to the masses?) cover damage to the bike, helmet and clothing! So my half price replacement helmet is now free!!! AND I can get some new wheels and shifters!!!

Gotta love cats.

Or of course the reverse. When helmets were bought in as law in Australia the number of people cycling declined
yet the accident level remainded the same.

No, as with helmets we have those who think cyclists should have to be insured and those who believe in free choice. I'm not aware of anyone lobbying for insurance to be banned.

  1. It's counter-intuitive
  2. Most people believe helmets must do some good
