I'm a bit concerned that the rider appears to be a mythical beast. A satyr or a faun or something. He appears to have goat legs, or at least one goat leg.

I think it might be a Boardman

Your photo looked like Mid Wales to my eyes, but it might be classed as North Wales, I've never been on that particular road, but I have cycled over from Warrington to Bala, then to the Welsh coast many times when I was younger.

I'm not sure if the area is classified as being Mid Wales or North Wales.

It's within 50 miles of Rugby, so not Wales, as the closest bit of that is at least 72 miles away in a straight line There's a big clue on the right through the trees...

So anywhere from west of Birmingham to just east of Peterborough, to as far south as Oxford, and as far north as Belper. Quite a few bodies of water in that search area.
