Disconnect the cable, as has been said and keep soaking it in oil at the pivots. It will start to move. you could also blast the pivots with brake cleaner (for cars - it's cheap) as that removed oil and dirt.
Fron't mechs aren't complicated and just run on pivots that rust if you never pop a bit of oil on it - WD40 is OK for these
You'll get it working again... I do have a mate that killed an XT front mech on a year old bike - he was using his hard tail for work and never changed out of the big ring. I've mechs that are in daily use that are over 30 years old and one get's covered in muck daily.
