eBay's always good value if you don't mind s/hand and odd colours.

Why would anyone wear that on a bike

It is a bargain for a very good jacket.
I've worn this jacket on cycle tours when it's been cold while camping, it packs down small.
It's also useful for wearing when hanging around for the start of early season sportives etc.
