You do all that. But when you've finished creating your team, naming it and so on, if you scroll to the bottom you will find it has been added automatically to the Cyclechatting league (if you previously had a team in the Cyclechatting league at the Giro or other races)

Mine wasn't. And I had a team in the Giro.

No. It was easy enough to join (rejoin) though.
