I totally agree with the OP. But don't stop at fair weather cyclists, what about fair weather pedestrians?!!! They have no pavement sense, wander about, dawdle, stop without warning GRRRR. Get them off the pavements now!!
And why do unemployed / retired people and tourists insist on cycling, driving or using public transport during rush hour? It should be limited for working people only, the others should be made to take their journeys when the rest of us are at work/home.

I think cycling should be a chilled experience
Do I like cycling in the rain? No
do I cycle when it's snowing? No way!

Or be required to wear a pink fluorescent visibility jacket with 'Motorists, kiss my arse!' on the back. That should sort them out.Ok, first let me say its cool that more people are cycling, but my issue with fair weather cyclists is they only come out for a couple of months a year (if that) and so they lack experience and do some stupid things. I think they should be made to have some training or just stay off the road.
