I've gone as far as the Chief Executive Officer, advised by the same person who stated that the above form was required. He sided with the Department Head.
But going between Council, DFT, DVLA & VOSA, all lead me to believe one thing. There is no way that the present system can cope with someone like me. Someone who takes the demands of one party to another, who passes me onto another party who tells me that there are a number of options
i) Get the vehicle taxed. For that the DVLA were contacted. Two hours spent waiting whilst they
tried to find the correct paperwork.
ii) Operate the vehicle illegally!!
Quads are not covered in any way by the electric assist regulations & the DFT response of remove one of the wheels to make it come under the rules for electric assist, wasn't very helpful. Other than that, VOSA & the then SVA, now superseded, & get them to test it & certify it then go back to the DVLA & get it, the Brox, taxed & the trailer registered in my name, as the keeper(DFT response).
As for the Waste Carriers Permit, required to allow me to enter their sites with either Brox or Brox & trailer, DOE have been "warned about me" by the DFT.
Council also insist that the vehicle have independent braking. I thought they meant seperate levers for all four wheels. They actually meant front & rear brakes were required. Somewhat suprised when they were informed that most bikes already have this in place.
