I have had trailers for decades never heard of registering one. How did the council come to tell you to fill one in?

My thinking is the form is for HGV trailers.

"Required" for taking larger items to the local tip, along with a waste carriers licence so that I'd be able to use the tip.
I think they didn't know what to do with the Brox apart from making it as awkward as possible for me. They were suprised when informed that most bikes come with independent(front & rear) brakes these days. Another piece they put in front of me.

Ridiculous 'jobsworth' activity by your local council - obviously meant for HGV trailers.
 
Unless you're operating as a haulier, I wouldn't fill it in. As others have already said, it's probably aimed at the big stuff that is kept on the highway when its uncoupled from the tractive units.

It's for business use trailers over a certain size, and mainly applicable to the bits at the back of tractor units (as in artics) according to my neighbour who used to own several. Said he doesn't know the size it starts but applied to his 40 tonne ones.

That's for goods trailers, as in HGV semi and full trailers.

You could fill it in and see what they actually do with it. Demand a paper trail.;)

I have filled it in & sent it off. The first thought of the person who had it passed to him at VOSA was that it was a wind-up. He was new to that section and this was his first case. Decided to call their bluff, by phoning the number that was given & asking for the person named on it(the only details missing on the form as given here). Me.

Response by me was that it was a genuine appliction, brought about by a request made of me, by my local council. Who I named to him.

Also given was the manufacturer of the trailers in question, bikes at work. And a short decription of what a Brox was. He'd never heard of one up until he saw the form. Which further fuelled his feeling that the application was a windup.

Informed, that they(VOSA) would not have to check the trailers prior to use & that whilst the form was meant for powered vehicles, if I wished to go down that road I'd have to get the Brox tested under the SVA. Hence me driving the DVLA in Leeds nuts trying to tax it.

Why do you need to tax the Brox? Does it have an elecrtric motor larger than 250 watts, and GVW of over 250 kgs?

Same council have decided that the Brox is a flatbed & as such is on a list of vehicles that need permits to enter council sites. In order to get said permit from the council, the vehicle(Brox) must first be licensed & taxed.

Challenge the council and get a proper ruling from a higher up offical who is qualified to decide which vehicles require taxing and which do not.

I build quads for a living and the DVLA ruling for vehicle requiring an SVA certificate, registering and taxing is that it must meet at least one of the following criteria: pedal assist with a motor greater than 250 watts, a self propelled vehicle with a motor larger than 250 watts, a gross vehicle weight of greater than 250kgs, or a gross train weight of 750 kg.
