I heard a radio program (whilst driving in my non electric car!) that suggested that one of the reasons for the failure of early electric cars to take off - apart from only having a range of about 30 miles - was to do with marketing. Electric cars were marketed at women as clean and easy to use whereas petrol cars were marketed at men as more powerful and masculine. Hence since most early adopters of driving as a hobby we're men, petrol cars became the standard.

I think it has also been suggested that the popularity of the Model T had a lot to do with it. It was affordable, usable and very well marketed.

I would also think that electric cars could only have been of use in the larger cities. The are area I live in didn't get electricity until the 1950s.
