Looks to have a stiff link in the chain.

Why do people always photograph bikes with the drive side away from the camera? Especially on FB Marketplace!

It's not on FB marketplace it's an auctioneers.
You could always ask for a picture of the other side of the bike. I've found them to be pretty helpful in that respect.

The brake blocks appear to be at their lower limit on 630 size rims, so fitting 622 rims (700c) will be a challenge to be aware of.
